Landlord EPC questions, answered

Short, straight answers based on official guidance. If something isn't decided yet, we say so.

What EPC rating does a rental property need?

In England and Wales, at least E today, unless a valid exemption is registered. By 1 October 2030, all private tenancies must meet a higher standard equivalent to EPC C. Scotland and Northern Ireland have no minimum rating for private lets yet.

Is EPC C by 2030 definitely happening?

The government confirmed the 1 October 2030 deadline in January 2026. It aims to bring the regulations into force in 2027, subject to Parliament.

Does EPC C apply to existing tenancies?

Yes. All private tenancies, new and existing, must comply by 1 October 2030. There is no earlier date for new tenancies.

How much will I have to spend?

No more than £10,000 per property, counting spending from 1 October 2025. For homes worth under £100,000 the cap is 10% of the value. If you reach the cap and the home still isn't C, you can register an exemption.

My property is already C. Am I safe?

A C on an EPC carried out before 1 October 2029 counts until that EPC expires or is replaced. After that, the home will be judged on the new-style ratings.

How long does an EPC last?

10 years. One EPC can be used for any number of tenancies in that time.

Do I need a new EPC when mine expires mid-tenancy?

Not under the current rules. You'll need a valid one before you market the property again. The government is still deciding whether this will change.

What's the fine for not having an EPC?

Trading Standards can issue a £200 fixed penalty per failure. Letting below the minimum rating can cost up to £5,000 per property today, and up to £30,000 under the 2030 rules.

Can I let a property rated F or G?

Not in England and Wales, unless you've registered a valid exemption on the PRS Exemptions Register.

Do I need an EPC for a room in an HMO?

Not today, for a single room. The government has decided that a whole HMO will need a valid EPC when a room is let, once the EPC reforms come in.

Are holiday lets included?

Short-term lets aren't included in the 2030 standard for now, but the government says this is under review. Under the EPC reforms, short-term lets will need an EPC.

When do the new-style EPCs start?

In the second half of 2027. They'll show separate ratings for fabric, heating system and smart readiness, plus an estimated energy cost.

What does an EPC cost?

There's no official price. It varies by assessor and the size of the property, so compare quotes from accredited assessors.
